近日,從國家工信部獲悉,2021年汽車標準化工作,將深入貫徹落實(shi)《新能(neng)源汽(qi)車產業發(fa)(fa)展規劃(hua)(2021-2035年(nian))》《國(guo)家車聯網(wang)產業標準體系(xi)建(jian)設指(zhi)南(智能(neng)網(wang)聯汽(qi)車)》等要求,進一步聚(ju)焦重(zhong)點(dian)領域、注重(zhong)協同創新、強(qiang)化應用(yong)牽(qian)引,持續健全完善汽(qi)車標準體系(xi),為(wei)汽(qi)車產業高質量發(fa)(fa)展提供堅實(shi)支撐。
一、強化規劃引領,注重頂層設計
1.加快“十四五”標(biao)(biao)(biao)準體(ti)系(xi)建(jian)設。按照國家(jia)戰略規劃和(he)(he)汽(qi)車(che)專項規劃要求(qiu),完(wan)成汽(qi)車(che)行(xing)業“十四五”標(biao)(biao)(biao)準體(ti)系(xi)建(jian)設方案,建(jian)立新能源(yuan)汽(qi)車(che)和(he)(he)智能網(wang)聯(lian)汽(qi)車(che)“十四五”標(biao)(biao)(biao)準體(ti)系(xi),并明確分階段具體(ti)建(jian)設目(mu)標(biao)(biao)(biao)。
2.完善(shan)汽(qi)車標(biao)(biao)準化(hua)工作路線圖。發布(bu)《中國電動汽(qi)車標(biao)(biao)準化(hua)工作路線圖》(第三版(ban)),并做好宣貫和(he)實施工作;結合自(zi)動駕駛技術應用情況,啟動先進(jin)駕駛輔助系統標(biao)(biao)準制定(ding)路線圖(第二版(ban))修訂(ding)工作。
3.研究建(jian)立汽(qi)車行業(ye)智(zhi)能(neng)制(zhi)造標準(zhun)體(ti)(ti)系。貫徹落實國家智(zhi)能(neng)制(zhi)造總體(ti)(ti)建(jian)設規劃部署(shu),構建(jian)涵蓋基礎共(gong)性、關鍵技(ji)術和細分應用等具體(ti)(ti)領域(yu)的汽(qi)車行業(ye)智(zhi)能(neng)制(zhi)造標準(zhun)體(ti)(ti)系。
二、聚焦重點領域,優化標準供給
(一)加快戰略性新興領域汽車標準研制

5.傳統整車領域。協(xie)調(diao)推(tui)進整車(che)(che)(che)定(ding)義、分(fen)類相關(guan)標(biao)(biao)(biao)準(zhun)研(yan)(yan)究,完成汽車(che)(che)(che)和掛(gua)車(che)(che)(che)類型(xing)的(de)術(shu)語和定(ding)義標(biao)(biao)(biao)準(zhun)修(xiu)訂(ding)。對(dui)標(biao)(biao)(biao)國際標(biao)(biao)(biao)準(zhun)相關(guan)要(yao)求,組織開展整車(che)(che)(che)性(xing)能測試、參數測量、駕乘操控舒適性(xing)等(deng)(deng)標(biao)(biao)(biao)準(zhun)預研(yan)(yan)。立足(zu)汽車(che)(che)(che)車(che)(che)(che)外噪聲污染控制,積極推(tui)進整車(che)(che)(che)異響、主動降噪、倒車(che)(che)(che)提示音(yin)等(deng)(deng)標(biao)(biao)(biao)準(zhun)研(yan)(yan)究。圍繞貨運(yun)設(she)備和運(yun)輸模(mo)式(shi)轉型(xing)發展,修(xiu)訂(ding)完善半掛(gua)車(che)(che)(che)、主掛(gua)連接互換性(xing)等(deng)(deng)相關(guan)標(biao)(biao)(biao)準(zhun)。加強高(gao)壓壓縮天然氣(qi)汽車(che)(che)(che)(CNGV)標(biao)(biao)(biao)準(zhun)研(yan)(yan)究,做好相關(guan)標(biao)(biao)(biao)準(zhun)制修(xiu)訂(ding)。
6.汽車安全領域。重(zhong)點(dian)開展行人保護(hu)(hu)、汽車(che)前后端保護(hu)(hu)、乘用(yong)(yong)車(che)頂部(bu)抗壓強度(du)、側(ce)面碰撞(zhuang)保護(hu)(hu)、后碰撞(zhuang)安全要求、安全帶和約(yue)束系統、兒童約(yue)束系統、外(wai)部(bu)凸出(chu)物、客/校(xiao)車(che)座椅(yi)強度(du)等整車(che)及(ji)(ji)零部(bu)件(jian)強制(zhi)(zhi)性國家標(biao)(biao)(biao)準(zhun)(zhun)的修(xiu)訂(ding)完善,推(tui)進(jin)被動(dong)安全標(biao)(biao)(biao)準(zhun)(zhun)要求升(sheng)級。開展駕駛員(yuan)前方視野、防盜裝置、乘用(yong)(yong)車(che)外(wai)部(bu)防護(hu)(hu)、車(che)輛(liang)事故(gu)救援指南等標(biao)(biao)(biao)準(zhun)(zhun)預研及(ji)(ji)制(zhi)(zhi)修(xiu)訂(ding),提升(sheng)一般安全標(biao)(biao)(biao)準(zhun)(zhun)要求。聚焦行業(ye)痛點(dian)和管理需(xu)要,推(tui)動(dong)車(che)輛(liang)外(wai)廓(kuo)尺寸、軸荷及(ji)(ji)質量限值標(biao)(biao)(biao)準(zhun)(zhun)評估修(xiu)訂(ding),開展牽(qian)引車(che)和汽車(che)列車(che)匹配性相關(guan)標(biao)(biao)(biao)準(zhun)(zhun)預研,穩(wen)步推(tui)進(jin)危險貨物運(yun)輸車(che)輛(liang)安全標(biao)(biao)(biao)準(zhun)(zhun)修(xiu)訂(ding),加快乘用(yong)(yong)車(che)制(zhi)(zhi)動(dong)系統標(biao)(biao)(biao)準(zhun)(zhun)修(xiu)訂(ding),開展懸架(jia)V形推(tui)力(li)桿、高度(du)控制(zhi)(zhi)閥、乘用(yong)(yong)車(che)空氣懸架(jia)等關(guan)鍵部(bu)件(jian)標(biao)(biao)(biao)準(zhun)(zhun)研究。
(三)開展綠色低碳及智能制造相關標準研究
7.綠色低碳領域。完善汽車生(sheng)產(chan)(chan)過程(cheng)清(qing)潔化(hua)(hua)、生(sheng)命(ming)周期(qi)能源低碳(tan)化(hua)(hua)、產(chan)(chan)品設計(ji)綠色化(hua)(hua)標準(zhun)(zhun)子(zi)(zi)體(ti)系(xi),汽車再制造(zao)及再利(li)用(yong)(yong)標準(zhun)(zhun)子(zi)(zi)體(ti)系(xi),車用(yong)(yong)動力(li)電池(chi)綜合利(li)用(yong)(yong)標準(zhun)(zhun)子(zi)(zi)體(ti)系(xi),開(kai)展車輛生(sheng)產(chan)(chan)企業(ye)及產(chan)(chan)品全生(sheng)命(ming)周期(qi)碳(tan)排放及核算辦法系(xi)列標準(zhun)(zhun)的研究,推動汽車清(qing)潔化(hua)(hua)生(sheng)產(chan)(chan)和使用(yong)(yong)。

(四)研究制定摩托車領域技術標準
9.摩托車領域。根(gen)據摩(mo)托(tuo)(tuo)車(che)行(xing)業技術發展趨勢及產業發展需求,開(kai)展摩(mo)托(tuo)(tuo)車(che)聯網及電子(zi)防(fang)盜相關標(biao)準研(yan)究;完善摩(mo)托(tuo)(tuo)車(che)輪轂電機(ji)標(biao)準體(ti)系(xi),開(kai)展高(gao)速電機(ji)系(xi)統(tong)標(biao)準研(yan)制;加(jia)快(kuai)電動摩(mo)托(tuo)(tuo)車(che)與外部電源(yuan)傳導連接安全要求標(biao)準制定立項;組織電動摩(mo)托(tuo)(tuo)車(che)充換電系(xi)統(tong)系(xi)列標(biao)準研(yan)究。
三、深化國際合作,加強標準法規協調
1.發揮多雙邊合作機制作用。充分利用已經(jing)建立的(de)多雙邊合(he)(he)作(zuo)機(ji)制平臺(tai),聚焦新能源汽(qi)車、智能網聯(lian)(lian)汽(qi)車等(deng)領域,組(zu)織標(biao)(biao)準(zhun)化(hua)路線圖(tu)合(he)(he)作(zuo)研究,共同提出(chu)國(guo)(guo)際標(biao)(biao)準(zhun)法規(gui)提案(an),聯(lian)(lian)合(he)(he)開展相(xiang)關測(ce)試驗(yan)證活動。貫徹落實“一帶一路”國(guo)(guo)家戰略,通過與(yu)相(xiang)關國(guo)(guo)家和地(di)區組(zu)建專家組(zu)、開展系列培訓等(deng)方式,促進國(guo)(guo)內(nei)外標(biao)(biao)準(zhun)化(hua)機(ji)構間(jian)的(de)對(dui)話合(he)(he)作(zuo),積極推動中國(guo)(guo)標(biao)(biao)準(zhun)“走出(chu)去”。

3.加強國際國外標準協同。密切跟蹤國(guo)際(ji)標(biao)(biao)準(zhun)化(hua)組(zu)(zu)織(zhi)道路(lu)車輛委(wei)員(yuan)會(hui)(ISO/TC22)和(he)國(guo)際(ji)電工(gong)(gong)(gong)委(wei)員(yuan)會(hui)電動(dong)車輛電能(neng)傳輸系(xi)(xi)統委(wei)員(yuan)會(hui)(IEC/TC69)及其(qi)下屬工(gong)(gong)(gong)作(zuo)組(zu)(zu)的標(biao)(biao)準(zhun)化(hua)工(gong)(gong)(gong)作(zuo)進(jin)展(zhan)情況,完成IEC/SMB/SEG11未來可持續交通系(xi)(xi)統評估組(zu)(zu)研究任務。履行(xing)ISO自動(dong)駕駛測(ce)試(shi)場(chang)景(jing)工(gong)(gong)(gong)作(zuo)組(zu)(zu)召集人職責,推動(dong)自動(dong)駕駛測(ce)試(shi)場(chang)景(jing)系(xi)(xi)列標(biao)(biao)準(zhun)制定工(gong)(gong)(gong)作(zuo),明確測(ce)試(shi)場(chang)景(jing)標(biao)(biao)準(zhun)后(hou)續工(gong)(gong)(gong)作(zuo)計劃,與(yu)其(qi)他(ta)國(guo)家和(he)地(di)區共同推動(dong)標(biao)(biao)準(zhun)立(li)項(xiang)和(he)制定工(gong)(gong)(gong)作(zuo)。加快汽車外部燈具防霧涂層應用(yong)和(he)安全玻璃材(cai)料透光(guang)度(du)確定方(fang)法兩項(xiang)國(guo)際(ji)標(biao)(biao)準(zhun)工(gong)(gong)(gong)作(zuo)進(jin)程,重點推進(jin)整車及零部件EMC測(ce)試(shi)、乘(cheng)用(yong)車外部保護、負壓救護車等中國(guo)牽頭的國(guo)際(ji)標(biao)(biao)準(zhun)制修訂項(xiang)目立(li)項(xiang)。
